Best Reference for Climbing in the Highlands is the NY Walk Book.  These trails lead one to Highlands Crags and at these cargs are often places to climb.

The NJ State Parks and Forests allow climbing via a wavier system. 
 
Hackelbarney is considered a State Natural Area so bouldering is frowned upon.
